eiopt2: Ecological Inference for RxC Tables via Nonlinear Quadratic

Estimates RxC (R by C) vote transfer matrices (ecological contingency tables)
from aggregate data by simultaneously minimizing Euclidean row-standardized
unit-to-global distances.
